On-Demand Mechanism Meeting Strengthens Efforts for Sustainable Healthcare in Kosovo

The On-Demand Mechanism, formally known as the Ad Hoc Working Group, held its latest meeting on October 7, 2025. Led by the Ministry of Health, the meeting brought together representatives from the Swiss Agency for Development and Cooperation (SDC), the Ministry of Health, municipalities, and the AQH Project.

Discussions focused on the progress of the AQH Project, the scale-up of successful interventions, and ensuring their sustainability as the project enters its final phase.

Merita Stavileci Mustafa, Senior Programme Officer at the Swiss Embassy, emphasized the importance of these meetings in coordinating efforts and ensuring the sustainability of AQH’s interventions as the project enters its final phase.

Dr. Shaban Osmanaj, head of the Primary Health Care Division at Ministry of Health, highlighted the project’s sustainability, noting that efforts are gradually underway to integrate and scale up AQH-supported interventions within the health system.

During the meeting, Lipjan Municipality, one of AQH’s demonstration sites, shared its experience in budgeting for Health Education and Promotion and Continuous Professional Development activities. Other municipalities present had the opportunity to ask questions, exchange ideas, and learn from Lipjan’s approach.

Established in May 2024, by the Ministry of Health, the On-Demand Mechanism serves as a coordination and learning platform among the Ministry of Health, municipalities, and AQH. Its main goal is to support the scale up of effective AQH interventions to new municipalities and to strengthen collaboration for the continuous improvement of primary healthcare in Kosovo, based on local ownership, peer learning, and alignment with national priorities.

Until 2024, AQH has supported 20 municipalities, covering around 50% of Kosovo’s population. In its third and final phase, all 38 municipalities in Kosovo are invited to be part of the project through the OnDemand Mechanism. So far, 14 additional municipalities have formally requested and are receiving support.
